PORFIRIO DIAZ(1830 - 1915) President of Mexico whose dictatorial regime managed to bring peace and prosperity to Mexico until he was overthrown by Madero. D.S. as President in Spanish with official Mexican government seals and stamps from the Secretaria de Fomenta, Colonizacion, y Industria, "Porfirio Diaz", 4pp., folio, Mexico [City?], July 12, 1903, a "Titulo Numero 22235" authorizing the Mexican Mining and Smelting Company [an ARASCO concern capitalized by Meyer Guggenheim and others in New York in 1901], to mine Descubridora Area B. Deals such as this with American companies led to Diaz's unpopularity, corruption charges, and eventual exile in Paris. Moderate creasing, slight ink bleeding, very good. In 1916, Pancho Villa massacred 17 American ARASCO employees, leading to Gen. John "Black Jack" Pershing's 1917 Punitive Expedition to capture or kill Villa.
