MILLEDGE L. BONHAMFine content A.L. (unsigned), as Governor, 1p. 4to., Columbia, July 3, 1863 a draft of a letter to be sent to Gen. P. T. Beauregard. In part: "..It appears that the whole matter has been turned over to the Commissioners. I regret that I do not feel at liberty to furnish any funds for the construction of the Ram, as the Legislature placed no money at my disposal which I can use for that purpose...". Very good. Beauregard was at that time in charge of coastal defenses in the Carolinas. On April 7 the Union sent a fleet of nine ironclad Monitor warships to attack Ft. Sumter, no doubt spurring this request.
