In part: "...If the names of the officers who have illegally impressed property be furnished him [the Commissary General], he will order an investigation to be made. Misconception of the policy and practice of the Department relative to impressment of supplies in transition to market, seems to be so generally prevalent, that I have viewed it advisable to republish the orders on the subject.
