EDMUND J. RANDOLPH (1753 - 1813) Aide to George Washington, leader of the Virginia delegation to the Constitutional Convention, Washington's Attorney General and later served as Secretary of State. Fine content, partly-printed D.S. "Edm Randolph" 1p. legal folio, Philadelphia, Dec. 31, 1794, a printed circular that reads, in small part: "...It was established by my predecessor...that the Consul of the United States should be addressed as to the close of each session of Congress, if anything occurred...I trust indeed, that much of our danger is passed, and therefore I have determined with your aid to enter upon the formation of a complete consular system, with a view to get it proposed to Congress at their next session...concerning expenditures of money, I cannot make any definite engagement, but each account must stand upon its own propriety...The proclamation of the President for a a better comment upon the general prosperity of our affairs than any which I can make...". Fold repaired with archival tape, light staining, overall very good.
