ANDREW JOHNSON (1808-1875) Seventeenth President of the United States who came to office following the death of Abraham Lincoln. A squabble with Stanton along with his Reconstruction policies led to an impeachment by Congress. Manuscript D.S. as President, 1p. 4to., "Executive Mansion", Dec. 23, 1869, in full: "J. F. Hartley, Esq. is hereby appointed Acting Secretary of the Treasury during the temporary absence of Hon. H[ugh] McCulloch the Secretary...". McCulloch (1808 - 1895), served as Sec. of the Treasury for two non-consecutive terms, under Presidents Lincoln, Johnson, and Arthur. Under Lincoln he established the National Banking Act of 1864 which established a national system of charters for banks. Very good condition, with a clean archival tape reinforcement on verso.
